Four million to five million voters did not cast a ballot in the 2008 presidential election because they encountered registration problems or failed to receive absentee ballots, which is roughly the same number of voters who encountered such problems in the 2000 election, according to an academic study to be presented to the Senate Rules Committee on Wednesday.

The latest attempts to allow early voting and easier absentee voting in Virginia faltered out of the gate Monday while a measure to restore voting rights to nonviolent felons barely survived.

A Republican-controlled House subcommittee tabled most of the bills, which means they likely won't return in the six-week legislative session that started Wednesday. Similar bills have failed in past years.
Republicans argued that the 17 excuses people can use to cast an absentee ballot before an election already address the conflicts people may have.

State: Fulton County fumbled absentee ballots

A state investigation found that Fulton County may have caused 2,500 absentee voters to miss the election, according to a letter from Georgia Secretary of State Karen Handel.

The letter, dated Oct. 31, accused Fulton County voter registration officials of failing to process absentee ballot requests and send out ballots in a timely manner.

A Marion County judge ordered Friday that absentee ballots challenged at the polls on Election Day be set aside for review by bipartisan teams later in the week.

County Republicans said the ruling, issued in response to their lawsuit, is likely to end up affecting few ballots and would follow a process in place in Marion County under the previous clerk.
But it means that any ballots facing challenges won't be counted Tuesday or show up in election results that night.
